I am looking for a value case that has good build quality, at least one pre installed fan and, preferably, dust filters. I am currently looking at the CM Storm Scout 2, but I am just looking for other cases around or under that price

The Phanteks Enthoo Pro.

Period.

While it is more expensive than the other options (like the aforementioned NZXT S340, which is good too) it is the best value for money. Bang-for-the-buck doesn't have to mean the cheapest.

This^^ Phanteks Enthoo Pro ( best $99 you'll spend)...PERIOD!! It's easily customized. Able to take every peice off and do something with it. Lots of room. Lots of cable management. Res stands, SSD spots...etc..The list is boundless what you can do with this case. Along with Phanteks other top end models.

You won't regret it. Opening the front I/O, spinning the fan in the back and pressing the power button is surprisingly fun.

Yeah, the S340 looked really nice, but since I have saved $40 changing to a slightly worse graphics card, I'm gonna get the Enthoo Pro :)

I changed from a 770 to the r9 280x. Sacrifice 1-3 fps in games for a 40$ saving. Thought it was worth it?

If you don't plan on adding external 5.25"/3.5" drives or bay devices, then the NZXT S340's build quality and value is hard to beat.
