I want to get the price as low as I can (while maintaining quality). I don't care too much about the graphics quality setting, as long as you think it will suffice. (I think this is a good gpu, but I'm not sure...) I found this RAM and it looks super cheap. Is it any good? It has good stars...

Why windows 7? you gpu could probably be switch to r9 280/270 series Since you don't care about quality the r9 280/270 and 750ti will handle any game

Is windows 7 bad? Should I go with 8.1? I don't really mind either way.

He doesn't mean that windows 7 is bad he means that Microsoft has stopped the support for Windows 7 which means that windows 7 will not get any updates. By which I also recommend you to get windows 8 or maybe 8.1.

Windows 8.1vs7 benchmarks favor 8.1 so yeah go with that. From what i have heard about those 2 cards they are the same but 280 is not optimized for overclocking so your choice

edit: Oh and check you compatibility notes below your build but don't ask me about them.

Are there any specific cards? It looks like r9 2#0 are types of cards, but not the actual card itself.
