No. The amd 290 should have a 750w psu. 600w can work for a little while, but is not a good idea at all.

The website reads that it requires a 750 watt minimum. PCPartpicker swears by their Estimated Wattage, and manufacturers mostly overestimate to cover their asses. 600 is likely enough. A computer using a wattage meter will be closer to PCP's estimation. PSUs also operate at the highest efficiency when they are under 50 – 60% load. 650-700W is good.
