If I got windows 7 OEM on a HHD and later got s SSD would it be possible to bring it from the HHD to the SSD?

Transferring/cloning from HDD to SSD is perfectly possible and relatively easy to do.

Once you switch out the mobo however, you'll run into problems. The OEM version does not allow you to change mobo, so if you plan to do so, you'll need to buy a new, full version of Windows.

Correct. You can confirm by reading through your EULA (End User's License Agreement) included with all legal OEM sales of Windows. Just make sure to have your preferred remedy for massive headaches nearby for deciphering the EULA.
