USB Case Issue

So I recently built my first computer and used a Fractal Design Define R4 (Black Pearl) ATX Mid Tower Case. After assembling everything, the USB 3.0s work, but the USB 2.0s are not. I get a "USB device not recognized" message. Anyone know how I can fix this?

You don't. It works or it does not. Provided that you connected it to the correct USB 2.0 header on the mobo.

To find out if it is the mobo's USB header that is defective, test it with another computer case or a USB bay/hub. If it works, then you know that it is the R4 problem.
