If you can get it for around $120 I'd recommend going for the CPU upgrade, otherwise I'd recommend upgrading the GPU. I'm sure after Ryzen 3000 launches it's gonna be super cheap and common to buy the 1700 used. Hell I'm sure the 2700 is going to be cheap.

Your memory isn't in dual channel when they're slotted together like that. Your manual says the slot all the way to the right, and the slot right of the one all the way to the left so you're limiting your memory bandwidth and slowing your FX. You can really work on your cable management as well. Honestly I'm baffled this is a 2017 build, you built pretty much my late 2014 build
That will not play games, the i3 and iGPU is worse than my amd A10 APU from the same era. That computer isn't going to play anything except minecraft and really low quality games. Should be fine for movies and school.

It could be possible, look into your voltages and see if they're running less than 1.4 volts but I read that 1.5 is also normal. Try switching your CPU fan header with the fan instead of the pump, think your fans aren't ramping up to adjust with the CPU temps as aggressive as they should.
Did you enable a global setting by accident? Try resetting that. Are you plugged into the wall and on high performance mode for power options?
You could try to get something cheap used like a gtx 960 or an r9 380, but you would need a new powersupply.

Your current pc could use an SSD upgrade, that'll really speed it up. You can get a 240gb SSD for around $30. You could even try to get a used CPU off ebay or something if your motherboard allows it. Are you gaming on this machine?
What pins do you have the fans plugged into and what pins is the pump plugged into?
Make sure your fans are going the correct way, how are they plugged in? Is this a new h60 or an older version? Not sure if the new one can use corsair iCue you can ramp up your fans.
You could always get something used like a gtx 980 if you can get a deal on it and sell off the radeon hd 7850 if you feel you really need an upgrade.

That card is almost 7 years old, I think you should just fix the fan and reapply paste and just keep using it until it dies. You can get RX 580 8gbs new for around $180 which would be a lot better bang for buck than the 570 for 150. I'd recommend just using your 7850 until Navi comes out and all the prices shift. Your card is still very capable for what you do.

I bought multiple used gpu's, all of them but one still work. The one that stopped working correctly was a gtx 980 ti still on warranty. Got a 1070 ti from RMA which is faster :) They are totally worth it if you get a killer deal on them. Still using another 980 ti I bought for $210 2 years ago. You just gotta be smart, pay attention to warranties and condition.

There's no reason why you can't used the cables that came with the GPU if that will help you out, they just look worse. I'd say get some different cables, never cut anything unless you actually know what you're dealing with and don't want to void warranty. What case is this?
Run something like HWMonitor when you play a game and chat and also keep an eye on those temps. What games are you playing? HWMonitor also has a usage % after every component so you can see if you're being bottlenecked (you shouldn't be) also are you on latest Nvidia drivers?
HDR is more of a TV feature or gaming feature, it's kinda like a filter. I'd stay away from that. Get something close to 00% AdobeRGB and 100% sRGB for best color reproduction.
