You could get a i7 6700k on eBay for under $200. It has 4c/8t, a lot better than your current i3.
Check craigslist and other used sites for 900 series or 10 series.
What is your monitor? You could get a FreeSync 144hz for around $200 and pair that with a an rx580 you’ll be golden.
I was going to put a monitor in, but I couldn’t fit it in the budget. He could get a 1050ti and get a cheap 1080p monitor for around $100

Yes that is possible as long as you have a 4K monitor/tv and a modern gpu or apu
4K streaming is not possible, normal streaming is possible but not recommended. If you’d like to stream games I’d recommend getting a budget of $800
With what you have you could game in 1440p 144hz or 4K
I downgraded your CPU, but upgraded your GPU. A better GPU will help in ultra wide. Also 6/12 CPU is still great for streaming.
I also made your MB and PSU a little cheaper to compensate for the better GPU.
Finally I added a better monitor. 29” ultrawide is similar to two 24”

I opted you for a black /red color scheme and a new case as well as psu and ssd. If it is too much you drop those and use what you have currently.
