These days, in AAA titles, it is recommended to have 16GB so yes.
You can always see the difference when you compare the mouse movement, and yes for different people some may not feel the improvement.

What Sync does your monitor have? Get a 1070Ti on sale / RTX 2070 if it's G-Sync, or the Vega 64 if it's a Freesync one.

RDR2? BF V? Depends on what genres you like but those two are pretty hot right now
2.147 Petahertz? That CPU is the fastest one ever! 87 degrees seems to be a good temperature for such a high overclock.
And you have to use low settings without raytracing to get good framerates :(

If you are upgrading from a 1080, then i would assume you want to play games at 4k which will not be a problem at all with the CPU
that monitor isnt terrible being a curved one, but the 1ms response time is controversial, because its a VA panel, so something like the Viewsonic 2402 might be better at $249
