I'm fine with EVGA, but i do prefer to stay away from that side of the fence if you know what I'm saying. the RX480 when it comes out will more than likely be the top dog, and be cheap. RAM shouldn't be an issue though, unless he's a hardcore, run everything on the computer at once, kind of person. I would agree though, I should have included peripherals.
Alright, you want a computer for under 600$, this will be for just the computer. no OS, or monitor, or peripherals. An I3 is a great idea. I was able to fit an I3-6100 in, it will do the job great for all games, and an RX480 will compliment it nicely. DDR4 memory is in a tailspin price wise, meaning you can get a good 8GB kit for cheap. A cheap case and probably a small PSU will do the job great. The gigabyte motherboard is a great idea as well, (I have a windforce GTX 970). To finish this, and come to the final price of 510$ is a Western Digital Caviar Blue drive. (I also have one of these, there pretty good for the price, i even dropped mine, and it somehow survived...)

check out the first part of my intel and nvidia system, just upgraded it, waiting to see what i can do with all of it.

and to finish with a punch, have fun with skylake. it has issues. ill be waiting until intel gets what they have together and come out with products which do what they are advertised to do. the 980ti is nothing without an equally great CPU.

Im trying to make mine evolve. two 970 trade blows with a 980ti, so we'll have to see once the final evolution comes around. but in the meantime i dont have any money left and i need to work. but, another issue is that its winter and im too young to get a real job.

It is a bottleneck, however it's so slight a bottleneck that it doesn't hold back the wrath of the card. Hits 98% usage on the card
Haven't fiqured out how to check if it's a bottleneck, but It runs everything I've thrown at it really well, it makes everything look really good.
Check the Microsoft website, on there you can download the windows 8.1 ISO file to a flash drive. It's really easy, but the download took a while. Check linus's guide on how to get windows on a computer when you don't have an optical drive.
